Testing underway at Hassyan clean coal-fired power plant in Dubai
Scheduled to be fully operational in 2023, plant will help diversify regional energy mix

THE No 1 generator unit of the Dubai Hassyan clean coal-fired plant in the United Arab Emirates has begun full-load trial operations, Xinhua has reported.

Hassyan is the first clean coal power plant in the Middle East, and features Heilongjiang-based Harbin Electric Corp as its main contractor.

The plant comprises four 600MW ultra-supercritical units, which can run on coal, or natural gas as a backup. The plant is scheduled to be fully operational in 2023.

After being put into operation, they will not only provide 20% of the power needs of Dubai, but also greatly reduce electricity costs for locals.

With the goal of starting partial operations this year, the 1st unit will provide power supply guarantees for Expo 2020 Dubai, which has been rescheduled until late next year.

The Hassyan plant is an important project within the framework of the Belt and Road Initiative, and the UAE Energy Strategy 2050. It will also be the first clean coal power plant in the region when it is completed, helping diversify the energy mix.

The project is led by Dubai Electricity & Water Authority (DEWA). It utilizes an Independent Power Producer procurement model on a Build Own Operate basis and is supported by a 25-year Power Purchase Agreement (PPA) with DEWA.

In 2016, DEWA signed the PPA, Shareholders Agreement, and other project agreements with the consortium led by ACWA Power. Total investment of the project is US$3.4 billion, via Hassyan Energy Company, which is a joint-venture between DEWA (51%) and a consortium comprising ACWA Power, Harbin Electric, and the Silk Road Fund (49%).

ACWA Power and Harbin Electric began construction work in late 2016.
